Two-Year Agreement with the City of Redwood City and Redwood City School District for Operational Costs

 

RECOMMENDATION:

Adopt a Resolution:

A. Waiving the Request for Proposal (RFP) process;

 

B. Authorizing the execution of an Agreement with the City of Redwood City (CRWC) and Redwood City School District (RWCSD) to provide funds for the FY 2008-09 operational costs for the Redwood City Community Schools (RWCCS) for the term of July 1, 2008 through June 30, 2010, in the amount of $113,676, $79,573 is Net County Cost.

The Agreement contributes to this commitment and goal because the City of Redwood City, the Human Services Agency and Redwood City School District collaborate to bring meaningful responsive supports and opportunities to the Redwood City Elementary School District students and families. By working together we are able to support and engage a large number of residents by locating services on school campuses.

BACKGROUND:

Since 1998, the Human Services Agency (HSA), CRWC and the RWCSD have each contributed financial support to the Family Resource Centers (FRCs) (formerly the Healthy Start Network). The FRCs provides educational support and community development activities to a community of 3,000 residents in San Mateo County. Services include: information and referral, Economic Self-Sufficiency Program access and eligibility determination, counseling, support and education services. These services promote healthy families developmental assets, and parent involvement leadership. FRCs are located at Kennedy, Taft, Fair Oaks and Hoover schools.

 

DISCUSSION:

This tri-party Agreement is to provide funds for operational costs to the RWCCS. The CRWC will contribute $ 100,000 and RWCSD will contribute $90,000 in addition to the HSA contribution of $113,676 for FY2008-09. The RWCCS are committed to providing access to programs and services that contribute to improved family functioning, child well being and supportive communities. The RWCCS are staffed primarily by out-posted employees from partner agencies who provide specialized support in their area of expertise in addition to the on-site RCSD coordinator and support staff.

 

It is in the County’s best interest to waive the RFP because this Agreement is part of a Cooperative or Joint Purchasing Agreement.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. The County Manager’s Office has waived the Violation of non-discrimination provisions for this Agreement. County Counsel has approved this Agreement as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2008, through June 30, 2010. The total obligation of the Agreement for FY 2008-09 is $113,676, of which $34,103 is funded by State and Federal funds and $79,573 is Net County Cost. Funds have been included in the FY 2008-09 tentatively Adopted Budget. Funds for 2009-10 will be determined at a later date and added through an Amendment.
