SUBJECT:

Authorize the execution of an Agreement in the amount of $169,444.00 between American Asphalt Repair & Resurfacing Co., Inc. and the Housing Authority of the County of San Mateo

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of an Agreement effective October 1, 2008, in the amount of $169,444.00 between American Asphalt Repair & Resurfacing Co., Inc. and the Housing Authority of the County of San Mateo to repair and repave three parking areas and one drive lane at Midway Village and authorizing the Director of the Department of Housing or the Director’s designee to execute subsequent amendments and minor modifications, in an amount not to exceed $25,000.

BACKGROUND:

The Housing Authority of the County of San Mateo (HACSM) owns and operates Midway Village, a Public Housing property in Daly City. The property was built in 1976 and stands on 7.75 acres of land. Previously, the asphalt surfaces have been repaired in certain areas of the property; however, three parking areas and one drive lane remain in need of repair and resurfacing.

The HACSM conducted an Invitation for Bids (IFB) in accordance with HUD’s Procurement Handbook for Public Housing Agencies, 7460.8, Revision 2. Eight sealed bids were received and the bid was awarded to the lowest responsive and responsible contractor, American Asphalt Repair & Resurfacing Co., Inc. The work is scheduled for completion in October 2008.

 

DISCUSSION:

The HACSM is utilizing the County of San Mateo long agreement form since the contract amount is over $100,000.
The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.
In order to authorize American Asphalt Repair & Resurfacing Co., Inc. to proceed with the work as stated in the agreement, the HACSM must obtain the Board’s approval in accordance with County policies.

County Counsel has reviewed and approved the Agreement and the Resolution as to form.

FISCAL IMPACT:

There is no Net County Cost associated with this action. All costs associated with this agreement will be paid from the HACSM Public Housing Capital Funds.
