ADOPT A RESOLUTION INCREASING THE AGGREGATE AMOUNT ON CONTRACT REVISION ORDERS THAT THE DIRECTOR OF PUBLIC WORKS CAN EXECUTE WITH STAR CONSTRUCTION, INC. FROM TEN PERCENT (10%) TO TWENTY PERCENT (20%) FOR THE MEADOWVIEW PLAYGROUND PROJECT

 

RECOMMENDATION:

Adopt a resolution increasing the aggregate amount on contract revision orders that the Director of Public Works can execute with Star Construction, Inc. from ten percent ($49,870) to twenty percent ($100,000) for the New Meadowview Playground at the Juniperro Serra County Park.

Construction of a new playground at Juniperro Serra Park that meets current standards and minimizes the risk of injuries while providing an interactive play structure for children.

 

BACKGROUND:

Previous Board Action

By resolution number 069404, on May 6, 2008 the Board of Supervisors authorized the execution of an agreement with Star Construction, Inc. in the amount of $498,700 for the construction of the New Meadowview Playground at the Juniperro Serra County Park. That resolution authorized the Director of Public Works to approve change orders not to exceed ten percent (10%) of the contract maximum.

 

The Board authorized the application of Propositions 12 and 40 grants to assist in the financing of the construction of the new playground. Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000 is intended to revive state stewardship of natural resources by investing in neighborhood parks and state parks, clean water protection and coastal beaches and scenic areas.

 

DISCUSSION:

The Parks Department has recently requested the addition of a few items to the project, including additional grading work and fencing, repair of existing sewer lines and the construction of concrete stairs between the 0-5 year old and the 5-12 year old play area. The addition of the concrete stairs will allow children to climb the stairs rather than using the long pathway to the top of the slides. These modifications will result in a project cost in excess of the Public Works Director’s current authority to approve change orders not to exceed ten percent (10%) of the contract maximum. It is anticipated that the additional work can be completed if the Director is authorized to approve change orders not to exceed twenty percent (20%) of the contract maximum.

 

A resolution has been approved as to form by County Counsel and the Director of Parks Department concurs with the recommendation.

 

FISCAL IMPACT:

The current contract amount for this project is $498,700 plus authorization for the Public Works Director to approve change orders for an additional $49,870. This request is to increase the authorization of the Public Works Director to approve change orders up to a maximum of $100,000. Therefore the total potential cost of this project cannot exceed $598,700. Propositions 12 and 40 Grants are available to fund the project and it has been included in the 2008-2009 Capital Projects Budget. These grant funds are received on a reimbursable basis; therefore the project will initially be financed with Parks Acquisition and Development Funds.

 

There is no impact to the General Fund.
