Establish No Parking Zones along Loyola Avenue, East of
El Camino Real and along El Camino Real South of Loyola Avenue in the North Fair Oaks Area

 

RECOMMENDATION:

That the Board adopt resolutions:

 

1.

Establishing a No Parking Zone along Loyola Avenue, east of El Camino Real in the North Fair Oaks Area.

 

2.

Directing the Director of Public Works to request a no parking zone along El Camino Real, State Highway 82, south of Loyola Avenue in the North Fair Oaks Area.

The adoption of the proposed resolution will provide for safe and orderly movement of traffic in the public right-of-way and increase customer satisfaction.

 

BACKGROUND:

Section 22507 of the California Vehicle Code maintains that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance.

 

Section 22506 of the California Vehicle Code maintains that Local authorities may by resolution prohibit or restrict the stopping, standing, or parking of vehicles on a state highway, in their respective jurisdictions, if a resolution is first submitted to and approved in writing by the Department of Transportation.

 

DISCUSSION:

A number of residents on Loyola Avenue have petitioned the Department of Public Works to install No Parking Zones along El Camino Real and along Loyola near the intersection of these two streets. Staff has reviewed the sites and determined that no parking zones in this area would improve sight distance for motorists approaching El Camino Real from Loyola Avenue. We notified property owners within 300 feet of proposed no parking zones. To date, staff has received no objections to establishing a no parking zone at this location.

 

As El Camino Real is a State Highway (Route 82), CalTrans requires a resolution from the Board to install a no parking zone in this area. Staff recommends that the Board approve a resolution to install no parking zones along both Loyola Avenue and El Camino Real.

 

Updating Parking Zone Master Lists

The locations of parking restrictions on County maintained streets are currently documented on GIS Maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolutions.

 

FISCAL IMPACT:

The estimated cost of processing this request and installing the appropriate curb marking is $500 per zone, and will be funded by the Road Fund. There will be no impact to the General Fund.
