Agreement with Ear, Nose, and Throat Group of San Mateo

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing the execution of an Agreement with Ear, Nose, and Throat Group of San Mateo to provide otorhinolaryngology medical services for the term October 1, 2008 through September 30, 2010, in an amount not to exceed $612,000

   

B.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center or the CEO’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

BACKGROUND:

The Ear, Nose, and Throat Group of San Mateo have provided otorhinolaryngology (ENT) medical services to the patients of San Mateo Medical Center (SMMC) for many years. These services cover the diagnosis and treatment of the developmental, degenerative, infectious, and traumatic conditions of the ear, nose, mouth, and throat. Such conditions include hearing loss and communication disorders, salivary gland diseases and tumors, sinusitis and upper respiratory infections, tonsillitis, thyroid surgery, and malignant diseases of the head and neck. Patients treated at SMMC have a continuous need for such ENT care services, and the Ear, Nose, and Throat Group of San Mateo offers the hospital the benefits of an experienced provider familiar with the complex nature of the County’s patient base.

 

DISCUSSION:

ENT medical services are provided under the general direction of the Chief of Surgery and the Chief Medical Officer. Monitoring and evaluation of the quality of services provided by Contractor are accomplished through peer review by the Quality Assurance Committee and the Executive Committee of the medical staff. The level of compensation and the related work is based on regional benchmarks for ENT services.

The Health System Redesign Initiative Team, County Counsel and Risk Management have reviewed and approved this Agreement.

The Agreement includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

The term of the Agreement is October 1, 2008 through September 30, 2010. The maximum amount payable under this agreement is $612,000. The cost for these services for the prior two years was $623,673.68. The cost for FY 2007-08 was $294,314.15. This Agreement provides a net savings of $11,673.68 over the life of the contract and eliminates the financial exposure of a bonus clause. Funds are included in SMMC’s FY2008-09 tentatively Adopted Budget and will be included in future fiscal year budgets.
