Second Amendment to the Agreement with Hormann America, Inc.

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute Amendment Two to the agreement with Hormann America, Inc. to provide for the installation of four sirens, increasing the amount of the contract by $49,600, from $370,296.88 to $419,896.88.

This agreement contributes to this commitment by establishing an emergency alert system which will alert members of the public and employees at the County and municipal level of impending emergencies and/or necessary emergency mandates.

BACKGROUND:

In 2006, an Evaluation Committee was formed in order to develop an RFP to assist the County in the identification and evaluation of public sector technology consulting services companies capable of providing a public emergency alert system. Hormann America was the only company capable of providing both the warning system and the siren capability OES was requesting.

On November 14, 2006 the County entered into a two year contract with Hormann America, Inc. to provide an interactive emergency alert system located off site, in an amount not to exceed $350,000.

On November 26, 2007, both parties executed Amendment One to the contract which provided for an additional outdoor siren, as well as for payment for additional equipment and services, increasing the amount of the contract by $20,296.88, from $350,000 to $370,296.88. This allowed for a third siren to be purchased and installed for Pacifica in addition to those to be installed in Princeton, El Granada and Half Moon Bay (2).

In December 2007, the OES office secured funding from the National Weather Service for the installation of five sirens. Payment for the installation of the five sirens was made directly by the National Weather Service to Hormann America. This allowed funding in the contract for the purchase of two additional sirens, one each for Moss Beach and Pescadero, to complete the warning system for the coast.

 

DISCUSSION:

Amendment Two provides funding for the installation of the Moss Beach, Pescadero and two Half Moon Bay sirens, as well as covering additional installation costs that have occurred due to additional engineering requirements and permit fees.

County Counsel has reviewed and approved the resolution and amendment as to form.

 

FISCAL IMPACT:

Funding for the contract amendment is available in the 2007 State Homeland Security Grant. There is no County cost and no impact on the general fund.
