Resolution Authorizing Election Services for the November 4, 2008 Presidential General Election

 

RECOMMENDATION:

Adopt a Resolution:

(1)

Consolidating the Presidential General Election, to be held on Tuesday, November 4, 2008, with elections called by the County of San Mateo, Bayshore Elementary School District, Belmont-Redwood Shores Elementary School District, Cabrillo Unified School District, Millbrae Elementary School District, Pacifica School District, Ravenswood City School District, San Carlos School District, San Mateo County Board of Education, South San Francisco Unified School District, Sequoia Healthcare District, Midpeninsula Regional Open Space District, Town of Atherton, City of Brisbane, Town of Colma, City of Daly City, City of East Palo Alto, City of Menlo Park, City of Pacifica, and City of Redwood City; and

(2)

Authorizing the Chief Elections Officer to render specified election services in conjunction therewith.

Goals 2, 22: Civic engagement including voting and participation in public discussions of important issues; and County and local governments effectively develop strategic approaches to issues affecting the County.

 

The proposed resolution keeps the County’s commitments and furthers progress towards its goals by allowing County and local governments to more efficiently conduct their concurrent local and statewide elections as if they were one election, under the management of the County’s Chief Elections Official.

 

BACKGROUND:

The governing body of any city or district government may ask the County Board of Supervisors to permit the County Elections Official to render specified election services to conduct an election. (Cal. Elections Code §10002.) When elections are to be held on the same day in or within the same territory, and one of the elections is a statewide election, the Board of Supervisors may consolidate those elections to be conducted and the returns canvassed by the County Elections Official in all respects as if they were one election. (Id., §§ 10400-10418.)

 

DISCUSSION:

The following local governing bodies have duly called either regularly scheduled or special elections and have requested that election services be provided by the County Elections Official in conjunction with the statewide presidential general election scheduled for November 4, 2008, as follows:

   
 

County of San Mateo: Measure Q, Measure R; and

   
 

Municipalities: Atherton, Colma, Daly City, East Palo Alto, Menlo Park, Pacifica, Redwood City; and

 
 

School Districts: Bayshore Elementary; Belmont-Redwood Shores Elementary; Cabrillo Unified; Millbrae Elementary; Pacifica; Ravenswood City; San Carlos; South San Francisco Unified; and San Mateo County Board of Education; and

 
 

Special Districts: Midpeninsula Regional Open Space; Sequoia Health Care.

 

The County’s Chief Elections Officer is agreeable to providing the specified election services as requested, and has entered into service agreements accordingly. We respectfully request that our recommendation be approved.

 

FISCAL IMPACT:

Related costs will be paid from budgeted funds existing in the Elections Budget Unit. The County will be reimbursed for all costs subject to reimbursement by the local entities that will receive election services and supplies, pursuant to this consolidation and the related service agreements. Each local entity will be billed for its pro-rata share of costs, calculated at a rate based on its respective voter registration count.
