RESOLUTION AUTHORIZING AN AMENDMENT TO THE AGREEMENT WITH MILLIMAN, INC., EXTENDING THE AGREEMENT FOR TWO YEARS THROUGH SEPTEMBER 30, 2010, AND INCREASING THE AMOUNT BY $150,000, FROM $150,000 TO $300,000 TO COVER COSTS ASSOCIATED WITH A FULL ACTUARIAL VALUATION AS OF JANUARY 1, 2009, FINANCIAL STATEMENT DISCLOSURES, AND ACTUARIAL ANALYSES IN PREPARATION FOR UPCOMING LABOR NEGOTIATIONS; AND AUTHORIZING THE COUNTY MANAGER TO EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED THE AGGREGATE OF $25,000 AND TO MAKE MINOR CHANGES IN THE TYPES OF SERVICES AND ACTIVITIES PROVIDED UNDER THE AGREEMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on September 14, 2005, the County entered into an Agreement with Milliman, Inc. to provide actuarial services in the amount of $100,000; and

WHEREAS, on March 13, 2007, per Resolution 68595, the Board of Supervisors approved an amendment to the Agreement with Milliman, Inc. increasing the contract amount by $25,000, for a new total contract amount of $125,000 and authorizing the County Manager to execute minor amendments and modifications not to exceed $25,000 to cover costs associated with completing a second full actuarial valuation to determine liability and accounting expense in compliance with GASB 45 requirements related to other post-employment benefits;

WHEREAS, on September 4, 2007 the County Manager authorized an amendment to the Agreement with Milliman, Inc. increasing the contract amount by $25,000, for a new total contract amount of $150,000 to cover additional unanticipated costs related to the second full actuarial valuation, financial statement disclosures, and a third valuation to capture CalPERS earnings rate and payroll growth rate assumptions;

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a second amendment to the Agreement with Milliman, Inc. extending the agreement for two years through September 30, 2010, and increasing the amount by $150,000, from $150,000 to $300,000 to cover costs associated with a full actuarial valuation as of January 1, 2009, financial statement disclosures, and actuarial analyses in preparation for upcoming labor negotiations;

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors be, and is hereby, authorized and directed to execute said amendment for and on behalf of San Mateo County, and the Clerk of the Board shall attest the President’s signature thereto.

BE IT FURTHER RESOLVED, that the County Manager is hereby authorized to execute minor amendments and modifications to the Agreement not to exceed $25,000.
