Agreements with Barry McNamara, M.D. and John McNamara, M.D.

 

RECOMMENDATION:

Adopt a Resolution:

 

A.

Authorizing the President of the Board to execute Agreements with Barry McNamara, M.D. and John McNamara, M.D. for ophthalmology services for the term September 1, 2008 through August 31, 2011, in an amount not to exceed $509,400 collectively for the two Agreements ($254,700 each)

   

B.

Authorizing the Chief Executive Director or his designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) for each Agreement ($50,000 between the two Agreements in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

BACKGROUND:

San Mateo County is responsible for providing necessary medical care to its medically indigent population. This care includes professional ophthalmology services. Drs. Barry McNamara and John McNamara have been providing ophthalmology services to the San Mateo Medical Center for more than fifteen years.

 

DISCUSSION:

SMMC has a continuous need for ophthalmology services and these doctors offer the benefits of experienced practitioners familiar with the complex nature of the County’s patient base.

SMMC has been engaged in extended negotiations for ophthalmology services for the past year. This Agreement represents the finalized long term contract, incorporating a reimbursement model that measures relative value unit (RVU) productivity.

The contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

This Agreement has been reviewed and approved by the Healthcare Redesign Team, County Counsel and Risk Management.

 

FISCAL IMPACT:

The cost of the previous Agreement was $170,688 per year, or $85,344 per doctor per year. The term of the new Agreements is three years, September 1, 2008 through August 31, 2011, in an amount not to exceed $509,400, collectively. The new Agreement represents a decrease in cost to the County is in the amount of $444 per doctor per year, or $888 total per year for three years. Funds are included in the SMMC FY2008-09 tentatively Adopted budget and funds will be included in future budget requests.
