SUBJECT:

APPROVAL FOR ACCEPTANCE OF ADDITIONAL FUNDING ON THE FY 08 STATE HOMELAND SECURITY GRANT FOR THE SAN MATEO COUNTY OPERATIONAL AREA

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

1.

Acceptance of additional funding from the FY08 State Homeland Security Grant through the State of California Office of Homeland Security (OHS) from the U.S. Department of Homeland Security (DHS) in the amount of $116,386; and

2.

Authorizing the Sheriff in his capacity as OES Area Coordinator to execute the grant and any related documents.

 

VISION ALIGNMENT:

Commitment: Responsive, effective and collaborative government

Goal: # 22: County and local governments effectively communicate, collaborate, and develop strategic approaches to issues affecting the entire County. The grant contributes to this commitment and goal by providing equipment to first responders of local communities and improves the response capabilities of individuals responding to biological, chemical, or radiological terrorism incidents as well as natural disasters and other hazards.

This project aligns with Vision 2010 Goal by providing quality public safety in a collaborative model; working in a shared manner with both our local and regional public safety partners in responding to disasters and mutual aid incidents.

 

Performance Measure(s): Specific performance measure for the program is the response time to emergency incidents.

BACKGROUND:

The U.S. Department of Homeland Security is providing grants to each of the states for the FY 08 Homeland Security Grant Program. The funding will pass through the California Office of Homeland Security to the Operational Areas. In order to receive funding, the San Mateo County Operational Area is required to submit a completed application that includes a resolution from the governing board (the San Mateo County Board of Supervisors). This grant program allows continued expansion and enhancement through four basic areas; planning, equipment, training, and exercises. The grant program is 100% funded and requires no matching funds.

   

DISCUSSION:

Changes in local, state, national, and international conditions have precipitated the necessity for reviewing, updating, and upgrading current preparedness, response, and recovery plans and procedures. The additional grant funding will be used to enhance the following projects: Interoperability Communications, Information Sharing, Pharmaceuticals and Supplies, Public Notification System, Training and Exercising for First Responders, and Citizen Preparedness. The San Mateo Area Office of Emergency Services (OES) will serve as the administrator for the additional grant funding on the FY 08 State Homeland Security Grant

County Counsel has reviewed the resolution as to form.

 

FISCAL IMPACT:

There is no fiscal impact on the County, OES or Sheriff’s Office net county cost. The new grant total is $2,616,386 and will be utilized to supplement and enhance existing capabilities and facilitating exercises and training throughout the county. Existing OES staff resources will be used to administer this grant. Overall there is no net cost to the county.
