BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION (1) WAIVING THE REQUEST FOR PROPOSALS PROCESS; (2) AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH SOUTHTECH SYSTEMS, INC. TO PROVIDE SOFTWARE LICENSING AND MAINTENANCE SERVICES FOR THE TERM OF OCTOBER 7, 2008 THROUGH JUNE 30, 2011, IN THE AMOUNT OF $263,250; AND (3) AUTHORIZING THE ASSESSOR-COUNTY CLERK-RECORDER OR HIS DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California,

 

WHEREAS, Ordinance Code Section 2.83.170 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board determines that the best interest of the County would be served without the necessity of formal proposals; and;

 

WHEREAS, there has been presented to this Board for its consideration and acceptance an Agreement, reference to which is hereby made for further particulars, whereby SouthTech Systems, Inc. shall provide software licensing and support services for the Assessor-County Clerk-Recorder for the term of October 7, 2008 through June 30, 2011, in an amount not to exceed $263,250; and

 

WHEREAS, this Board has considered the Agreement and approved it as to both form and content and desires to enter into it; and

 

WHEREAS, SouthTech Systems, Inc. has unique knowledge and experience with the data, systems, and workflow processes with which this software will be integrated, as a result of which significant savings in project start-up costs will be achieved by doing business with this contractor, who has demonstrated competent and valuable performance for other counties and large enterprises; and

 

WHEREAS, in light of the foregoing, this Board has determined that it is in the best interest of the County to waive the Request for Proposals process;

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the (1) the Request for Proposals process is hereby waived; and (2) the President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo and the Clerk of this Board shall attest the President's signature thereto; and (3) the Assessor-County Clerk-Recorder or his designee is hereby authorized to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
