    ACTING AS THE GOVERNING BOARD OF THE SAN MATEO COUNTY FLOOD CONTROL DISTRICT ADOPT A RESOLUTION AUTHORIZING

    THE COUNTY MANAGER TO ENTER INTO AGREEMENT(S) WITH EAGLELIFT, INC., IN AMOUNTS NOT TO EXCEED A TOTAL OF TWO HUNDRED THOUSAND DOLLARS ($200,000) WITHOUT ADVERTISING FOR BIDS, TO HAVE CHANNEL PROTECTION WORK PERFORMED ON FORCE ACCOUNT BASIS (F-149 [9H])

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, acting as the governing board of the San Mateo County Flood Control District (District), that

 

WHEREAS, the District has constructed several improvement projects for the Colma Creek Flood Control Zone over the past decades; and

 

WHEREAS, the integrity of a portion of the improvements constructed in 1979 have been undermined by recent wall movement, emergency repair work was previously authorized by the Board, and said authorized work was performed during March and April of 2008 to protect the channel, adjacent roadways and sewer facilities; and

 

WHEREAS, the District has had additional studies performed to identify the causes of the wall movement and extent of existing voids in the soil behind the channel walls; and

 

WHEREAS, the public interest and general welfare will be served by performing additional repair work to fill the existing voids behind the walls in an expedited manner on a force account basis; and

 

WHEREAS, Public Contract Code Section 21381 allows for the Board to have channel protection work done on behalf of the San Mateo County Flood Control District by force account without advertising for bids.

 

WHEREAS, the District has received a proposal from EagleLIFT, Inc., (Contractor), who owns the license to apply a proprietary product for void filling and densification of soil, to perform such channel protection work on a force account basis to preserve the integrity of the channel walls and provide protection of existing infrastructure; and

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

It is found that, with regard to that portion of the Colma Creek Flood Control Channel Wall Upstream of Spruce Avenue in the City of South San Francisco and following the emergency repair performed in March and April of 2008, that additional work to fill voids behind the channel walls is necessary to preserve the integrity of the existing facilities.

The County Manager is authorized to enter into agreement(s) in amounts not to exceed a total of Two Hundred Thousand Dollars ($200,000), without advertising for bids, to have channel protection work performed on force account basis, in order to fill voids behind the Colma Creek Flood Control channel walls upstream of Spruce Avenue in the City of South San Francisco.
