RECOMMENDATION:

Adopt a resolution:

1)

Authorizing the President of the Board to execute a $50,000 grant agreement with Pacific Gas and Electric Company for a Fluorescent Lamp Recycling Program

2)

Authorizing the Chief of the Health System or the Chief’s designee to execute minor amendments to the agreement

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal(s): Maintain and enhance the public safety of all residents and visitors.

BACKGROUND:

AB 1109, enacted in 2007, established the “California Lighting Efficiency and

Toxics Reduction Act” and called for the proper collection and recycling of end-of-life general purpose lights generated in this state as well as educating consumers about

proper management and recycling of lights. Pacific Gas and Electric Company has received authority from the California Public Utilities Commission to work with San Mateo County on a pilot Fluorescent Lamp Recycling Program.

DISCUSSION:

Under the pilot Fluorescent Lamp Recycling Program, Supervisor Mark Church’s office and the County’s Environmental Health Division have been working with Pacific Gas and Electric Company to develop and implement a public awareness advertising campaign and would promote collection opportunities for residential customers.

Pacific Gas and Electric Company has offered the County a $50,000 grant agreement for a Fluorescent Lamp Recycling Program. The grant agreement will provide funding for recycling materials and education and outreach expenses. The grant agreement will not fund Environmental Health staff time, which is estimated to be minimal. The resolution and agreement have been reviewed and approved by County Counsel.

FISCAL IMPACT:

Acceptance of the grant would increase the general fund by $50,000.
