Approve an Agreement with South County Community Health Center, dba Ravenswood Family Health Center to Assist with Acquisition of a Modular Facility

 

Recommendation

Adopt a Resolution:

 

1.

Authorizing execution of an Agreement with South County Community Health Center, dba Ravenswood Family Health Center, to assist with Acquisition of a Modular Facility, in the amount of $125,000 for a term of four years beginning upon execution; and

 

2.

Authorizing the Director of the Department of Housing or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Background

The Ravenswood Family Health Center was established in December 2001 in East Palo Alto to serve low-income patients residing primarily in East Palo Alto, Belle Haven, and North Fair Oaks. Its target population consists of low-income, uninsured and medically under-served individuals and families. In 2006, the County had provided $91,000 of CDBG funds to assist in rehabilitating and making the Center’s current facilities more efficient in serving patients.

 

In FY 2008-09, through the County’s annual CDBG/HOME/ESG Notice of Funding Availability process to solicit applications for various housing and community development activities serving low income County residents, the Center applied for additional CDBG funds to assist in acquiring a new modular facility. In May 2008 when the Board of Supervisors approved the FY 2008-09 Action Plan for projects funded with CDBG, HOME, and ESG funds, it approved $125,000 to assist the Center with expansion plans to acquire another modular unit.

 

Discussion

Since opening its doors in late 2001, the Center experienced a huge demand for medical services. In the two-year period from 2004 to 2006 alone, the patient load jumped 33% (from over 6,400 to almost 8,600). For 2007 the patient load appeared to have declined slightly due largely to the fact that the Center is at or nearing physical capacity. To accommodate its growth needs, the Center, with thanks to the largesse of the Silicon Valley Community Foundation, acquired land next to its current site at 1798 Bay Road as Phase I of larger expansion plans. CDBG funding of $125,000 will assist the Center to acquire a modular facility whose total development costs will exceed $7 million.

 

The contractor has assured compliance with all contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits, and the County's Contractor Employee Jury Service Ordinance.

 

Real Property Services has reviewed the agreement and County Counsel has reviewed and approved the Resolution and Agreement as to form. Risk Management has reviewed and approved the insurance coverage provided by the Contractor.

Fiscal Impact

This program is included in the Department of Housing Budget for FY 2008-09. The County’s total obligation under this Agreement is $125,000, from CDBG/HOME/ESG funds. There is no Net County Cost.
