SUBJECT:

On-Call Structural Engineering Consulting Agreement With Dasse Design, Inc. For A Total Amount Not To Exceed $300,000.

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an on-call structural engineering consulting agreement with Dasse Design, Inc. for a total amount not-to-exceed $300,000 for the period of October 21, 2008 through
October 20, 2011.

Your Board’s adoption of the proposed resolution will allow Public Works to expedite projects that can improve various County facilities for the benefit of both the employees and the public that use these facilities.

 

BACKGROUND:

The consultant selection procedures in the County’s Administrative Memorandum
B-1 were used to select four structural engineering firms. Proposals were solicited from engineering firms by direct mail and through advertising on the Public Works website. Representatives from the Department of Public Works participated on the selection committee that reviewed the qualifications of ten (10) firms submitting proposals. Based on that review, the selection committee determined that four firms including the Crosby Group, Biggs Cardosa, KPW, and Dasse Design, Inc. were the most qualified and should be retained to provide on-call professional structural engineering consulting services on an as-needed basis.

 

On July 22, 2008 the Board entered into agreements with the Crosby Group, Biggs Cardosa, and KPW for a maximum amount of $300,000 each.

 

DISCUSSION:

The agreement with Dasse Design, Inc. will be for a maximum amount of $300,000 for on-call structural engineering services. A not-to-exceed fee will be established for each approved project that the firm is assigned and will be based on a detailed scope of work. The services may include but not be limited to professional consulting services such as evaluation, design, planning, independent investigation of existing conditions, developing proposed solutions and schematic plans, cost analysis and preparation of independent cost estimates, feasibility analysis, preparation of specifications and drawings, creating projected schedules, construction observation and administration, preparing reports and coordination with applicable code enforcing and environmental agencies, site analysis, coordination with applicable local, state, and federal jurisdictions, and regulatory permit acquisition for a variety of public works type projects.

 

The term of the agreement will be for three years from October 21, 2008 through October 20, 2011.

 

A resolution and agreement have been approved as to form by County Counsel and the Contractors have executed the agreements.

 

FISCAL IMPACT:

The cost of this contract will be paid for out of the budgets for the individual projects that are assigned to the contractor. These projects are generally funded by the Capital Projects Fund or the individual departments that are requesting the project.
