SUBJECT:

County Office Building Elevator Modernization, 455 County Center, Redwood City (Project No. P11P1)

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Adopting plans and specifications, including conformance with prevailing wage scale requirements for County Office Building Elevator Modernization, 455 County Center, Redwood City, California (Project No. P11P1); and

 

2.

Awarding and authorizing the President of the Board of Supervisors to execute a contract with Ascent Elevator Services Inc. in the amount of $248,000 for the above referenced project; and

 

3.

Authorizing the Director of Public Works to execute contract revision orders related to the project up to a maximum of $40,000.

Your Board’s adoption of the proposed resolution will sustain a major building system at 455 County Center for the benefit of both the employees and the public that use this facility.

 

BACKGROUND:

PREVIOUS BOARD ACTION

Adopted Resolution No. 069602 on July 22, 2008, which rejected all bids received on May 13, 2008, and authorized the Director of Public Works to re-advertise the project and issue a call for sealed bids. The reason for rejecting the bids was because of a newly adopted change in the State Code that was not reflected in the original plans and specifications for this project.

 

DISCUSSION:

On Tuesday, September 9, 2008, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bid of:

 

Ascent Elevator Services Inc.

1555 Yosemite Ave., #13

San Francisco, CA 94124

 

at $248,000 was the lowest bid received.

 

A summary of the bids received is attached as Exhibit “A.”

 

Staff has reviewed the bid documents and has determined that the Equal Employment program submitted by Ascent Elevator Services is in accordance with the current Equal Employment guidelines and that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

It is necessary for the Board to readopt the plans and specifications because of the change that was made to comply with the new State Code.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

A General Fund appropriation has been established in the 2008/2009 Capital Projects Budget to support this project.
