SUBJECT:

Agreement with the City and County of San Francisco for distribution of Fiscal Year 2007 Super Urban Area Security Initiative (SUASI) Regional funds to the County of San Mateo.

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the execution of an Agreement with the City and County of San Francisco for the distribution of funds to San Mateo County as part of the FY2007 Super Urban Area Security Initiative (SUASI) Federal grant in the amount not to exceed $1,288,053

2.

Authorize the Sheriff in his capacity as OES Area Coordinator to execute contract amendments which modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions and to sign the Exhibit B, grant assurances.

BACKGROUND:

The Bay Area Super-Urban Area Security Initiative (SUASI) is a federal Department of Homeland Security grant that provides resources for the unique equipment, training, planning, and exercise needs of 35 selected national high threat urban areas. The Bay Area Super Urban Area Security Initiative is one of the 35 national urban areas and one of five identified in California.

The Bay Area Super Urban Area Security Initiative area serves a population of 7 million and is comprised of three core cities: San Francisco, Oakland, and San Jose; 10 bay area counties; and over 100 incorporated cities. The geographical area covered by this region equates to approximately 8,800 square miles. The 2007 award to this area is approximately $28 million dollars. The County of San Mateo has previously received Federal Department of Homeland Security grant funds through the Super Urban Area Security Initiative program for which the City and County of San Francisco serves as the lead agency and contracts with the recipient agencies for the distribution of the funds. The County has entered into agreements with the County and City of San Francisco for the past four years in order to receive SUASI funding. This Agreement has been delayed to resolve funding disbursements within the Bay Area SUASI. It is now completed and is being submitted one year late, but with Twenty Three months left on the Agreement.

The 2007 Super Urban Area Security Initiative concept is a continuation of FY2006 SUASI funding intended to build greater regional capabilities across a larger geographical area. Super urban areas receive funding based on evaluated risk and need. This is accomplished through the submission of regional investment justifications that address specific needs to meet the target capabilities outlined in the National Preparedness Goal.

Because San Francisco administers the grant, San Mateo County is agreeing to the “Hold Harmless” and terms and conditions of the City and County of San Francisco rather than San Francisco signing San Mateo County’s terms and conditions. This is the past practice on agreements with San Francisco.

There is no advanced funding associated with this grant. All items will be invoiced and submitted to San Francisco for reimbursement.

   

DISCUSSION:

The Bay Area Super Urban Area Security Initiative is intended to fund the following projects as identified in Exhibit A:

Project A (Not to exceed $200,000) includes funding for training and exercising. It funds pre-approved training of emergency responders (Law, Fire, EMS, and others) up to $100,000. It is possible that not all funds will be expended if the training cannot be completed by the end of the agreement (6/30/09). It also funds the Urban Shield exercise which was held on September 13, 2008.

Project F (Not to exceed $990,000) includes funding for both planning and equipment for the development of a P25 (national technical standard) Master site. This Master site will act as the foundation for expanding Public Safety Interoperability between San Mateo County and neighboring Counties and other government agencies. This will improve the ability of first responders to efficiently interact in the face of emergencies or natural disasters.

Project K (Not to exceed $98,053) is funding disaster preparedness activities in San Mateo County including the 2008 Preparedness Day and preparedness outreach to vulnerable populations.

County Counsel has reviewed the resolution and agreement as to form.

 

FISCAL IMPACT:

There is no fiscal impact on the net County cost. The revenue from this agreement and expenditures have already been included in the Sheriff’s Office FY 08/09 budget.
