Agreement with the City and County of San Francisco for Fiscal Year 2008-09

 

RECOMMENDATION:

Adopt a Resolution:

   

1)

Authorizing the President of the Board to execute an Agreement with the City and County of San Francisco for funding in the amount of $1,960,581 to provide primary health care, case management and support services to individuals with HIV/AIDS for the period of March 1, 2008 to February 28, 2009; and

 

2)

Authorizing the Director of the Health Department or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

The Ryan White Comprehensive AIDS Resources Emergency (CARE) Act of 1990 provides funding to eligible metropolitan areas that are disproportionately affected by HIV/AIDS. CARE Act funds come to the San Mateo County AIDS Program (SMCAP) through an Agreement with the City and County of San Francisco (CCSF). The amount of funding SMCAP receives each year is determined by the number of persons with HIV/AIDS living in San Mateo County.

 

DISCUSSION:

CARE Act funding is utilized to provide HIV/AIDS clients with a continuum of medical and support services. Funds pay for an interdisciplinary staff providing primary medical care and medical case management at the Edison Clinic. Other support services, including dental care, housing assistance, food services, mental health services, substance abuse treatment, medical specialty services, dietitian services, medical transcription, attendant care, and basic client care are provided by contractors. Due to the uncertainty and lateness of the reauthorization of the CARE Act funding by Congress, CCSF did not send the Agreement to our office until mid-September 2008. The work required by the terms of the Agreement has been undertaken by the Health Department on written assurance and direction of CCSF. Funding for FY 07-08 was accrued at year-end.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The term of the Agreement is March 1, 2008 through February 28, 2009. The maximum amount of funding for the Agreement is $1,960,581, of which $653,527 was included in the Public Health FY 2007-08 Adopted Budget, and $1,307,054 is included in the Public Health FY 2008-09 Adopted Budget. CARE requires a Maintenance of Effort of $429,654, which has been met by the allocated Net County Cost for the AIDS Program.
