Agreement with AppleOne Employment Services

 

RECOMMENDATION:

Adopt a Resolution:

    1) Authorizing the President of the Board to execute an Agreement with AppleOne Employment Services for temporary staffing services for the term November 1, 2008 through June 30, 2010, for a maximum obligation of $333,350; and

 

    2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing temporary staffing services for the Behavioral Health and Recovery Services Division (BHRS) of the Health Department.

BACKGROUND:

For many years BHRS has operated a now obsolete clinical and business information system. On January 29, 2008, your Board approved an Agreement with Netsmart Technologies, Inc. for the provision of a new integrated business and clinical information system for BHRS. The implementation period for the new system is estimated to take two and one-half years. For most of the implementation period BHRS will operate the old and new systems concurrently.

 

On April 11, 2008, the County Manager approved an Agreement with Robert Half International for the provision of temporary staffing services for BHRS. Through that agreement one person is provided to the BHRS billing unit to support the operation of the old business system while current staff are assigned to the implementation of the new system. The term of that Agreement goes through December 31, 2008. In June of this year BHRS released a Request for Proposals for the provision of temporary staffing services in order to staff the concurrent operation of the two business systems during the implementation period for the new system. Five proposals were received and reviewed, and AppleOne Employment Services (AppleOne) was recommended for the provision of these services.

 

DISCUSSION:

The Agreement with AppleOne will provide up to three temporary staff for the Billing Unit of BHRS. These temporary workers will support the ongoing operation of the existing business system during the implementation of the new Netsmart system. Following the termination of the Agreement with Robert Half International, all temporary services will be provided through the Agreement with AppleOne.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is November 1, 2008 through June 30, 2010. The Agreement maximum is $333,350. The maximum for FY 2008-09 is $133,350 which will be entirely funded by the Mental Health Services Act. There is no Net County Cost. Funds for these services have been included in the BHRS FY 2008-09 Adopted Budget. Similar arrangements will be made for FY 2009-10.
