RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS; B) AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE AGREEMENT WITH EDGEWOOD CENTER FOR CHILDREN AND FAMILIES (ECCF) TO PROVIDE A FAMILY FINDING PILOT PROGRAM, EXTENDING THE TERM BY SIX (6) MONTHS TO JUNE 30, 2009, INCREASING THE AMOUNT BY $161,316 TO $185,016, $112,921 IS NET COUNTY COST; AND C) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on June 19, 2008, the Human Services Agency executed Agreement Number 74200-08-D022 to conduct Family Finding Best Practice for the term of April 7, 2008 through December 31, 2008, in the amount of $23,700; and

WHEREAS, it is in the County’s best interest to waive the RFP process because Edgewood Center for Children and Families is currently the only agency in the County providing kinship support services to families which is critical to the success of the Family Finding Pilot Program; and

WHEREAS, the Human Services Agency wishes to amend the Agreement to add $161,316 to provide a Family Finding Pilot Program which will conduct intensive searches for permanent placement for 40 foster youth ages 10 to 17 for a new total of $185,016, and extend the term by six (6) months to June 30, 2009; and

WHEREAS, this Board has been presented with a form of such Amendment to the Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal process is waived; and

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Amendment to the Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto; and

C) The Director of the Human Services Agency is authorized to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities provided under said Agreement.
