    RESOLUTION DECLARING THE GAZOS CREEK ROAD LARGE REDWOOD TREEFALL AND BANK FAILURE AN EMERGENCY AND AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO APPROVE AND OVERSEE EMERGENCY BANK STABILIZATION WORK AT THE SITE (

    F-151 [32D]).

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, a redwood treefall resulted in a large void along the bank of Gazos Creek and shoulder of Gazos Creek Road, a County-maintained roadway, destabilizing the bank and greatly reducing the capacity in Gazos Creek; and

 

WHEREAS, despite the Department of Public Works’ permitting efforts since Spring 2008, permits for the work have not yet been obtained from the regulatory agencies; and

 

WHEREAS, with high flows anticipated during the upcoming storm season the roadway is subject to failure; and

 

WHEREAS, Gazos Creek Road is the primary access route to several private residences and privately owned parcels and also provides secondary access to State Park lands; and

 

WHEREAS, best management practices and conservation measures, including supervision of all work by a qualified biologist and limiting work to outside of the active channel, will be implemented to minimize environmental impacts.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

 

1.

It is found that, with regard to the large treefall and bank destabilization along Gazos Creek Road, an emergency exists and bank stabilization work is necessary to respond to the emergency; and

 

2.

The Director of Public Works is authorized to approve emergency repair work to be conducted by the Road Division staff to address the emergency; and

 

3.

The Department of Public Works will file the necessary after-the-fact notifications and exemptions to comply with agency regulations.
