BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION ENDORSING THE GUIDING PRINCIPLES OF THE GRAND BOULEVARD INITIATIVE, AND DIRECTING THAT THE PRINCIPLES BE INCORPORATED INTO FUTURE PLANS INVOLVING EL CAMINO REAL

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, San Mateo County is a participant in the Grand Boulevard Initiative, a collaboration of cities, counties, local and regional agencies, private business, and labor and environmental organizations united to improve the performance, safety and aesthetics of Highway 82/El Camino Real Corridor on the Peninsula from Daly City to downtown San Jose; and

 

WHEREAS, the Grand Boulevard Initiative Task Force, through a collaborative effort with all involved participants, has approved and recommended the following set of Guiding Principles:

 
 

1.

Target housing and job growth in strategic areas along the corridor.

 

2.

Encourage compact mixed-use development and high quality urban design and construction.

 

3.

Create a pedestrian-oriented environment and improve streetscapes, ensuring full access to and between public areas and private developments.

 

4.

Develop a balanced multi-modal corridor to maintain and improve mobility of people and vehicles along the corridor.

 

5.

Manage parking assets.

 

6.

Provide vibrant public spaces and gathering places.

 

7.

Preserve and accentuate unique and desirable community character and the existing quality of life in adjacent neighborhoods.

 

8.

Improve safety and public health.

 

9.

Strengthen pedestrian and bicycle connections with the corridor.

 

10.

Pursue environmentally sustainable and economically viable development patterns.

     

WHEREAS, the Guiding Principles are consistent with County goals of making public transportation convenient, accessible, and safe, clustering new housing with jobs and commercial services along transportation corridors, and making land use decisions with consideration of transportation needs, other infrastructure needs, and impacts on the environment and surrounding communities; and

 

WHEREAS, the Guiding Principles are also consistent with the policies of the San Mateo County General Plan; and

 

WHEREAS, the Guiding Principles are also consistent with development patterns, policies and principles in the areas of unincorporated San Mateo County that contain portions of El Camino Real.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors endorses the Grand Boulevard Initiative Guiding Principles, and directs that the Principles be incorporated into future land use decisions.
