ADOPT A RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSAL PROCESS REQUIREMENT FOR THE PROVISION OF MENTAL HEALTH, SUBSTANCE ABUSE, AND FAMILY COUNSELING SERVICES TO ADOLESCENT FEMALES DETAINED IN SAN MATEO COUNTY JUVENILE INSTITUTIONS; 2) AUTHORIZING THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE AN AGREEMENT WITH YOUTH AND FAMILY ENRICHMENT SERVICES TO PROVIDE THESE SERVICES FOR THE TERM OF JULY 1, 2007 THROUGH JUNE 30, 2009 FOR A MAXIMUM OBLIGATION OF $181,080, FOR WHICH THERE IS NO NET COUNTY COST

RESOLVED, by the Board of Supervisors of the County of San Mateo, Sate of California, that

WHEREAS, this Board has been asked to waive the request for proposal process requirement in order for Probation to contract with this provider for substance abuse counseling services, and

WHEREAS, Youth and Family Enrichment Services (YFES) is currently providing similar services to the same population of girls via a Center for Substance Abuse Treatment grant covering Phases II and III of the GIRLS Program; and

WHEREAS, San Mateo County has recognized the need to provide substance abuse counseling support and services to adolescent females detained at the San Mateo County juvenile detention institutions; and

WHEREAS, this Board has determined that it is in the best interest of the County to waive the request for proposal process; and

WHEREAS, both parties now wish to enter into an Agreement whereby Youth and Family Enrichment Services shall provide substance abuse counseling services for adolescent females detained in San Mateo County juvenile institutions for the period July 1, 2007 through June 30, 2009, for a total obligation not to exceed $181,080; and

WHEREAS, this Board has been presented with the Agreement and has approved it as to both form and content and desires to enter into the Agreement:

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the County requirement for the request for proposal process for said Agreement is hereby waived; and

BE IT RESOLVED that the President of this Board of Supervisors be and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and
