Appointment of Supervisor Rose Jacobs Gibson as Chair of San Mateo County’s Complete Count Committee for the 2010 United States Census.

RECOMMENDATION:
|
Approve the appointment of Supervisor Jacobs Gibson as Chair of San Mateo County’s Complete Count Committee for the 2010 United States Census. The appointment would be effective immediately and run for a term to conclude on January 31, 2011.
|

BACKGROUND:
|
The federal government will conduct the Constitutionally mandated decennial census in 2010. The census aims to count every person living in the Unite States. Census data is used to distribute Congressional seats to states, to make decisions at every level of government, and to distribute $300 billion in federal funds to communities each year. Accordingly, the County must ensure that all residents are counted to obtain appropriate federal representation and funding. Traditionally, the County of San Mateo forms a Complete Count Committee to organize and encourage the County’s census efforts.

DISCUSSION:
|
Supervisor Jacobs Gibson chaired the County’s Complete County Committee for the 2000 US Census. Her experiences are a major advantage for the County: she is an effective partner with the County’s non-profit community, active with representatives of Peninsula local governments, and represents an area of the county with a highly diverse population.
|
|
As Chair, the Supervisor, along with staff from the County Manager’s Office, will convene the Complete Count Committee before the end of calendar 2008. The Committee, comprised of approximately 20 stakeholders, will develop and implement strategies to raise awareness about the census, encourage municipalities, government agencies, non-profits and community groups to become proactive partners in the census process, reach out to targeted communities, and ensure that every resident is properly counted. The Supervisor and staff will update the Board periodically on the committee’s progress.

FISCAL IMPACT:
|
The costs of the appointment and convening the Complete Count Committee are expected to be minimal and will be absorbed by the participating departments.
