Amendment to Agreement with One East Palo Alto

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with One East Palo Alto to add multi-cultural center services and to increase funding for outreach services, increasing the maximum obligation by $182,585 to a new maximum of $321,395 with no change to the term of July 1, 2008 through June 30, 2009.

The amended Agreement contributes to this commitment and goal by providing technical consultation for the East Palo Alto Mental Health Community Advisory Group, mental health outreach and engagement services and multi-cultural center services for consumers of mental health services.

BACKGROUND:

One East Palo Alto (OEPA) has provided community leadership to convene multi-cultural communities and organizations in East Palo Alto through a grant from the Peninsula Community Foundation, now the Silicon Valley Community Foundation, since 2001. In 2005 OEPA organized community stakeholders to participate in a Mental Health Board meeting which was held in East Palo Alto. The purpose of that meeting was to facilitate opportunities for input to the San Mateo County Mental Health Services Act (MHSA) three-year “Community Services and Supports Plan,” as well as to other mental health services. The plan includes recommended strategies for reducing barriers to accessing mental health services for underserved populations of East Palo Alto. In October 2006 the Director of Health approved an agreement with OEPA for the provision of facilitation and coordination services for the East Palo Alto Mental Health Community Advisory Group. In October 2006 BHRS released a Request for Proposals (RFP) for community outreach and engagement services for the East Palo Alto region. OEPA submitted a proposal which was selected, and they began to provide these services in June of 2007.

 

On June 24, 2008, your Board approved an Agreement with OEPA for the provision of technical consultation for the East Palo Alto Mental Health Community Advisory Group and outreach and engagement services for the East Palo Alto region for FY 2008-09. In April of this year BHRS released an RFP to select a provider of multi-cultural center (MCC) services for consumers of mental health services. OEPA submitted the only proposal, which was reviewed and recommended for these services.

 

DISCUSSION:

The amended Agreement adds both the provision of MCC services in East Palo Alto for consumers of mental health services and expanded MHSA-funded outreach services. OEPA will locate a facility where they will provide MCC services to support wellness and recovery through educational and leisure activities. MCC services will be provided in an environment that is welcoming to adult consumers and their families who are multi-racial, multi-cultural and multi-generational, with a particular focus on clients who are African-American, Latino or Pacific Islander. The start date for MCC services is November 1, 2008, and the start date for increased outreach services is January 1, 2009.

 

The amended Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2008 through June 30, 2009. The Agreement maximum of $138,810 is being increased by $182,585, to a new maximum of $321,395. The increase will be 100% funded by MHSA funds. There is no Net County Cost. Funds for this amended Agreement are included in the BHRS FY 2008-09 Adopted Budget.
