Appropriation Transfer Request and Salary Ordinance Amendment to transfer positions, revenue and expenses associated with Senior Nutrition/Satellite, Family Health Services Division to Child Nutrition Program and Meals on Wheels, San Mateo Medical Center

 

RECOMMENDATION:

Approve:

1. An Appropriation Transfer Request (ATR) totaling $2,223,897, transferring $1,025,100 in Miscellaneous Revenue and $985,403 in operating expenditures from the Senior Nutrition/Satellite Office (Family Health Services) to the Child Nutrition and Meals on Wheels programs (San Mateo Medical Center). The ATR also recognizes unanticipated revenue of $39,697 in Public Health Nutrition and transfers $106,697 in Salaries and Benefits and offsetting Intrafund Transfers of $67,000 from the Senior Nutrition/Satellite Office to Public Health Nutrition, both within Family Health Services; and

2. A Salary Ordinance Amendment transferring nine positions from Senior Nutrition/Satellite, Family Health Services Division to Child Nutrition Program and Meals on Wheels, San Mateo Medical Center.

The Appropriation Transfer Request (ATR) and Salary Ordinance Amendment (SOA) contribute to the commitment and goal by providing healthy meals to children in various day care centers and adults in various senior centers to improve health and reduce the risk of chronic disease.

 

BACKGROUND

Senior Nutrition/Satellite has been providing approximately 430,000 healthy and culturally appropriate breakfasts, lunches and snacks per year to approximately 1,300 children and seniors in various child care centers and senior centers throughout the County. For many of the children and seniors, these may be their main meals of the day. Meals are prepared without excess fat, sodium or sugar, and they include whole grains, beans, and fresh fruits and vegetables. The meals exceed federal nutritional requirements.

 

DISCUSSION

This transition will enable the County to provide quality services to clients at a lower per-meal cost due to volume food purchases and four programs using the same menus. Under this model, all food service staff will report to the same management, allowing the County to increase staffing efficiencies in preparing and delivering meals to the various sites.

 

All expenses transferring from Family Health Services to San Mateo Medical Center are fully covered by the transfer of revenue from contract customers paying for meals provided by the County. All customers have been notified of this change, and there is no anticipated change to services provided.

 

All positions in Senior Nutrition/Satellite are transferring to Child Nutrition Program and Meals on Wheels with the exception of one Dietitian who is transferring to Public Health Nutrition within Family Health Services. The Dietitian position is funded by Intrafund Transfers, which will stay with the position, and unanticipated State and federal revenue from Network for Healthy California and Child Health Disability Prevention. The increased State and federal revenue is due to increased claimable expenses associated with the Dietitian position.

 

All positions, with the exception of the Dietitian, will be transferred with the approval of the accompanying Salary Ordinance Amendment. Affected union representatives have been notified in writing. County Counsel has reviewed and approved the Memorandum as to form and content.

 

FISCAL IMPACT:

The ATR transfers all revenue and expenses from Senior Nutrition/Satellite as of July 1, 2008. The ATR transfers $1,025,100 in Miscellaneous Revenue and $1,025,100 in various expenses from Senior Nutrition/Satellite, Family Health Services to Child Nutrition Program and Meals on Wheels, San Mateo Medical Center.

 

The ATR also transfers $106,697 in Salaries and Benefits and $67,000 in Intrafund Transfers from Senior Nutrition/Satellite to Public Health Nutrition, both within Family Health Services. Unanticipated State and federal revenue will fund $39,697. There is no change to Family Health Services or San Mateo Medical Center Net County Cost as a result of this ATR.
