SUBJECT:

Automobile Parking at the Half Moon Bay Airport during the Mavericks Surfing Contest

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an agreement with Mavericks Surf Ventures, LLC (Mavericks) which allows Mavericks to park vehicles at the Half Moon Bay Airport (Airport) during the one-day Mavericks Surfing Contest (Contest).

 

VISION ALIGNMENT:

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

Authorizing the execution of the proposed agreement will provide a parking location for spectators attending the Contest which will help alleviate access and safety concerns in the Princeton area during the event.

 

BACKGROUND:

 

Previous Board Action

Executed a similar agreement with Mavericks for last year’s Contest.

 

History

The Contest takes place annually off Pillar Point approximately one mile southwest of the Airport, lasts for one day, and attracts approximately 30,000 spectators. The specific date of the Contest is not known until just days before it takes place based on surf conditions. However, the window of time in which the event is scheduled is set between December 1st and April 15th. The number of spectators attending the Contest in prior years and the lack of available parking has resulted in access and congestion problems in the neighboring communities and roadways.

 

DISCUSSION:

Section 25536 of the Government Code provides that a board of supervisors, by 4/5ths vote, may enter into concession agreements to allow activities on county airport property.

 

The proposed agreement requires Mavericks to provide:

 
 

Ø

sufficient staffing to coordinate parking, security and the general policing of the Airport area to be used. They are also coordinating traffic control with the Sheriff’s Office and the California Highway Patrol.

 
 

Ø

insurance coverage for its parking activities on the Airport that meets the requirements of the County Risk Manager.

 

In addition:

 
 

Ø

Mavericks will be providing a shuttle service from the proposed parking area at the Airport to the Contest area.

 
 

Ø

The Airport will be open for normal aircraft operations on the day of the Contest.

 
 

Ø

We have notified all tiedown and hangar tenants of the proposed event as well as the Fixed Based Operators and the Federal Aviation Administration (FAA). We have also sent a copy of this report to the Mid Coast Community Council and will report any comments that we receive.

 

A resolution and agreement have been approved as to form by County Counsel and Mavericks has executed the agreement.

 

FISCAL IMPACT:

Mavericks will pay the Airport Fund $7.50 or fifty percent (50%) of the amount charged (whichever is greater) for each vehicle parked at the Airport during the Contest, with a minimum fee of $2,000.00.

 

There is no impact to the General Fund.
