SUBJECT:

Application for Bicycle Transportation Account (BTA) Funding for 2009-2010

 

RECOMMENDATION:

Adopt a Resolution authorizing the Director of Public Works to submit an application for Bicycle Transportation Account (BTA) Funding for 2009-2010 and committing the necessary non-federal match and stating the assurance to complete the project.

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

The construction of the above-described improvements will improve the safety conditions of the circulation areas and bike lanes for the benefit of the public.

 

BACKGROUND:

1.

The Bicycle Transportation Account (BTA) provides funds for city and county projects to improve safety and convenience for bicycle commuters.

To be eligible for BTA funds, the County must have a Bicycle Transportation Plan (BTP) that is approved by the Metropolitan Planning Organization (MPO). The County uses the C/CAG San Mateo County Comprehensive Bicycle Plan as its BTP. The BTP has been approved by the Metropolitan Transportation Commission which is the MPO for the County.

 

DISCUSSION:

The County is applying for $180,000 in BTA grant funds for the Sand Hill Road Bike Lanes Color Slurry project. A map showing the location of this project is attached.

 

Plans and specifications for the work have been prepared by Public Works to install colored slurry on existing bicycle lanes on Sand Hill Road from Highway 280 to Portola Road. The project will not be brought to your Board for authorization to advertise for construction contract bids until the County receives notification of award of the BTA grant.

 

A resolution has been approved as to form by County Counsel.

The project will be initially financed with Road Funds and the Road Fund will be reimbursed once the Program Funds are received. The required local matching funds of at least 10%, or $20,000 shall be provided as listed above.

 

There is no impact to the General Fund.
