Agreement with Daniel Buckley, M.D.

 

RECOMMENDATION:

Adopt a Resolution:

 

A.

Authorizing the President of the Board to execute an Agreement with Daniel Buckley, M.D. for ophthalmology services for the term September 1, 2008 through August 31, 2011, in an amount not to exceed $254,700.

   

B.

Authorizing the Chief Executive Officer of San Mateo Medical Center (SMMC) or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000, and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

San Mateo County is responsible for providing necessary medical care to its medically indigent population. This care includes professional ophthalmology services. Dr. Daniel Buckley has been providing ophthalmology services to San Mateo Medical Center (SMMC) for more than fifteen years.

 

DISCUSSION:

SMMC has been engaged in extended negotiations for ophthalmology services for the past six months. This Agreement represents the finalized long term contract, incorporating a reimbursement model that measures relative value unit (RVU) productivity. Further setback in the submission of this agreement was the result of the delay in receiving all of the signed documents.

This Agreement has been reviewed and approved by the Healthcare Redesign Team, County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

 

FISCAL IMPACT:

The cost of the previous two year Agreement was $85,344 per year. The term of the new Agreement is three years, September 1, 2008 through August 31, 2011, in an amount not to exceed $254,700 or $84,900 per year. The new Agreement represents a decrease in cost to the County in the amount of $444 per year, or $1,332 total for three years. Further, the amount expended under the contract may be decreased if Dr. Buckley does not meet productivity standards contained in the Agreement. Funds are included in the SMMC FY2008-09 Adopted budget, and will be included in future budget requests.
