Agreements with Compucom Systems, Inc. and Strategic Staffing Solutions for contingency staffing services

 

RECOMMENDATION:

 Adopt a Resolution:

A) Authorizing the execution of an Agreement with Compucom Systems, Inc. for the term December 9, 2008, to December 8, 2011, in an amount not to exceed $3,500,000 for contingency staffing services; and

B) Authorizing the execution of an Agreement with Strategic Staffing Solutions for the term December 9, 2008, to December 8, 2011, in an amount not to exceed $3,500,000 for contingency staffing services; and

C) Limiting the County’s total fiscal obligation under both agreements to $3,500,000 in aggregate; and

D) Authorizing the Chief Information Officer or his designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

These Agreements contributes to Goal 21 by establishing contracts for surge-capacity staffing thereby reducing IT project startup time.

BACKGROUND:

The Information Services Department (ISD) provides Information Technology (IT) support and project services to all County departments to one degree or another. Since Fiscal Year 2003-04 the amount of work for ISD has exceeded the amount of staff time available. In addition, IT work can create one-time spikes in staffing needs that are not suited for fulltime, permanent staff. Since 2006, ISD has successfully utilized a contingency staffing contract to manage these staffing issues. Request for Proposal #1216, Exhibit A to this memo, issued July 2, 2008, was used to find suitable vendors to continue providing contractual staffing services.

 

DISCUSSION:

 We see value in having the ability to work with two vendors when sourcing temporary IT staff. As such, we elevated two vendors to the contract negotiation phase. CompuCom Systems Inc. and Strategic Staffing Solutions were selected following the RFP process.

A key criterion is the ability to provide qualified IT staff quickly. Compucom Systems, Inc. and Strategic Staffing Solutions are able to provide qualified IT staff within a matter of weeks or less, which is faster than other RFP responders. The cost of contractual staff from the two elevated vendors was also equal to or less than the rates offered by the other RFP responders.

County Counsel has reviewed and approved the Contract and Resolution as to form. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The terms of these Agreements are from December 9, 2008, to December 8, 2011. While both contracts have a not to exceed amount of $3,500,000, the total cumulative obligation for both Agreements is not to exceed $3,500,000. Total expenditures across both Agreements will be monitored and managed by ISD fiscal staff. Funding for this Agreement is included in the FY 2008-09 Approved ISD Budget. Recommendations will be made for future budgets.
