Agreement with IV Assist, Inc.

 

RECOMMENDATION:

Adopt a Resolution:

 

A)

Waiving the Request for Proposals (RFP) process

   

B)

Authorizing the President of the Board to execute an Agreement with IV Assist, Inc. to provide professional specialty peripherally inserted central catheter line services from May 1, 2008 through April 30, 2009, in an amount not to exceed $175,000

   

C)

Authorizing the San Mateo Medical Center (SMMC) Chief Executive Officer (CEO) or the CEO's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provision

BACKGROUND:

San Mateo County is responsible for providing access to professional medical care for its indigent residents. San Mateo Medical Center (SMMC), as a general acute care hospital, does not provide certain highly specialized services such as peripherally inserted central catheter (PICC) line services. A contract with IV Assist ensures that PICC specialty services are readily available at SMMC, on an on call basis as needed and requested by the County.

 

DISCUSSION:

PICC line services have become a best practice, and are used in lieu of other IV lines, to reduce the occurrence of infection in longer term IV treatments (i.e. chemotherapy, nutritional and some antibiotic applications). This procedure has been increasingly used on patients in long-term care, cancer patients and some Emergency Room cases. All patients to be referred to IV Assist will undergo utilization review to minimize hospital stays and maintain control over costs.

SMMC is requesting a waiver of the RFP process because IV Assist, Inc. is the only
vendor for these services in the Bay Area providing straight PICC line services. All
other vendors require a significant business line volume for home health care
services in addition to PICC lines, which SMMC cannot provide.

Increase in the maximum amount of this Agreement over the previous Agreement is due to an increase in nurse salary rates and contractor availability. Prolonged rate negotiations and replacing an agreement lost in the mail are reasons for the delay in processing this Agreement.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

The Health System Redesign Initiative Team, County Counsel and Risk Management have reviewed and approved this Agreement.

 

FISCAL IMPACT:

The term of this Agreement is May 1, 2008 through April 30, 2009 for a maximum amount payable not to exceed $175,000. The maximum amount of the previous Agreement was $131,750 for one year. The maximum amount of the new agreement increased by $43,250 or 33% over the previous Agreement.
