Amendment to the Agreement with Contra Costa Regional Health Foundation

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing the President of the Board to execute an Amendment to the Agreement with Contra Costa Regional Health Foundation for the administration of the automated processes for the provision of voice and video medical interpretation services; extending the term by six months to June 30, 2009 and increasing the total amount of the agreement by $50,000, from $80,000 to $130,000; and

 

B.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center (SMMC) or the CEO's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing video/voice medical interpretation services to patients with limited English proficiency and/or hearing disability and their medical providers.

BACKGROUND:

On March 13, 2007, the Purchasing Agent approved an Agreement whereby the County would participate with Contra Costa County Health Services and San Joaquin County Health Services (collective, the “Owners”), in a Regional Health Care Interpreter Network (HCIN). The Owners selected Contra Costa Regional Health Foundation to serve as the Executive Administrator for the HCIN, and have determined the administrative functions to be performed by the Executive Administration. The purpose of the Agreement is to set forth the functions to be performed by the Executive Administrator and the compensation that the County will pay the Executive Administrator, as an Owner of the HCIN, for the services provided.

 

DISCUSSION:

Contra Costa Regional Health Foundation, as the Executive Administrator, administers the automated processes for the provision of voice and video medical interpretation on a regional basis and administers the HCIN’s contracts with multiprotocol label switching (MPLS) provider (AT&T) and the Network Operating Center (Quest), among other duties and responsibilities.

 

The Executive Director of Contra Costa Regional Health Foundation is requesting that the term of the Agreement be extended to June 30, 2009, to bring it in line with their fiscal year end, which is when all of their other contracts expire.

 

The increase in funding will cover the additional, unanticipated cost of services during the past year of the contract and will also cover costs during the remaining six months of the current contract as well as the amended six month period.

 

County Counsel has reviewed and approved this amendment. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits requirements.

 

FISCAL IMPACT:

The term is extended by six months, for a new term of January 1, 2007 to June 30, 2009. The maximum amount of the Agreement is increased by $50,000, from $80,000 to $130,000. Funds to pay for these services are included in San Mateo Medical Center’s FY2008-09 Adopted Budget.
