ACCEPTANCE OF DONATION FOR A WIRELESS SYSTEM FOR THE SHERIFF’S BOMB SQUAD ROBOT

 

RECOMMENDATION:

1)

Adopt a Resolution to accept a donation for safety equipment for the Bomb Squad;

2)

Waiving the County’s Competitive Bid Process;

3)

Approving an Appropriation Transfer Request in the amount of $58,941, establishing a budget appropriation and revenue for the purchase; and

4)

Authorizing the Purchase Agent to issue a Purchase Order for the purchase of a Remotec Wireless System.

Goal: # 7: Maintain and enhance the public safety of all residents and visitors. Acceptance of this donation will enhance the ability of the San Mateo County Sheriff’s Office Bomb Squad to protect innocent persons, law enforcement personnel, and bomb technicians to mitigate improvised explosive devices at a greater distance in order to provide a safe community for all residents in San Mateo County.

BACKGROUND:

The Bomb Squad robot, the Andros Mark V-Ai from Remotec Inc. is a vital piece of safety equipment allowing certified Bomb Technicians the ability to remove or mitigate potentially deadly improvised explosive devices remotely and at a safe distance. A robot is capable for lifting, carrying, dismantling, or destroying in place improvised explosive devices that would otherwise mortally wound a Bomb Technician even if protected by a bomb suit. The robot currently operates as a weapons platform and is remotely deployed from the base station bomb trailer via 1500 feet of fiber optic cable that is mounted on the rear of the robot. This fiber optic cable in essence is the life line of the robot and once damaged or cut during an operation, the 700 pound robot would be rendered useless. With the newly proposed encrypted Remotec Wireless System, the Bomb Squad would be greatly fortified and virtually unstoppable as well as increasing its remote operational safe capabilities/distance from a now maximum 1500 feet to approximately one mile.

   

DISCUSSION:

A member of the community, who wishes to remain private, has indicated a desire to donate funds through the Silicon Valley Foundation to purchase a new piece of equipment for the Sheriff’s Bomb Squad. This donation will be used to purchase the encrypted Remotec Wireless System for the Andros Mark V-Ai from Remotec Inc., which will greatly enhance the Bomb Squad’s remote operational safe capabilities/distance from 1500 feet to approximately one mile and greatly fortify the robot as a designed weapons platform. Since the robot was purchased from Remotec the encrypted wireless system needs to be purchased from this manufacture for compatibility purposes. This equipment has a value of $58,941.00

County Counsel has reviewed the resolution as to form.

 

FISCAL IMPACT:

There is no fiscal impact on the County, or Sheriff’s Office net county cost. This equipment will be maintained by the Sheriff’s Bomb Squad.
