SUBJECT:

Consideration of Criteria to be Used in the Appointment of a Supervisor to Represent District 2 on the San Mateo County Board of Supervisors.

 

RECOMMENDATION:

Consider criteria to be used in the appointment of a Supervisor to represent District 2 on the San Mateo County Board of Supervisors.

BACKGROUND:

Supervisor Jerry Hill was elected to the State Legislature and resigned his seat, creating a vacancy on the Board as of December 1, 2008. Section 203 of the County Charter sets forth the process for filling Board vacancies and gives the Board the option of either calling an election or making an appointment.

 

At its November 18, 2008 meeting, the Board decided to commence a process for considering the appointment of a successor to Supervisor Hill, with the final decision as to whether to appoint and who to appoint to be made at the Board’s regular meeting of December 16. The process as approved included the taking of public testimony at the Board’s regular meeting of December 9 on criteria that the Board should consider in making an appointment. These criteria would include, but not be limited to, the qualities and experience that are appropriate for the position.

 

DISCUSSION:

The applications for District 2 of the Board of Supervisors were made available to the public on December 1, 2008. The completed applications are due by 5:00 p.m. on December 11. On December 15, the Board will hold a special meeting to hear presentations by the applicants and their supporters. At the regular meeting of the Board on December 16, the Board is scheduled to make a decision on the appointment or to call a special election.

 

At today’s meeting, the Board will receive input from the public regarding the criteria that can be used in making the appointment decision.
