RESOLUTION AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH THE HEALTH PLAN OF SAN MATEO (HPSM) FOR ADMINISTRATION OF THE CONSOLIDATED ACCESS AND CARE FOR EVERYONE (ACE) PROGRAM, INCLUDING PAYMENT FOR INDIGENT MEDICAL SERVICES ON BEHALF OF THE COUNTY, FOR THE TERM OF JANUARY 1, 2009 TO DECEMBER 31, 2011 IN THE AMOUNT OF $179,370,000; AND AUTHORIZING THE PRESIDENT OF THE BOARD TO TERMINATE THE EXISTING AGREEMENT WITH THE HPSM FOR ADMINISTRATION OF THE COVERAGE INITIATIVE (SB1448)/ACCESS AND CARE FOR EVERYONE FOR THE PERIOD OF SEPTEMBER 1, 2007 TO AUGUST 31, 2010, FOR A TOTAL NOT TO EXCEED $1,360,800

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on November 6, 2007, pursuant to Resolution No. 069101 this Board approved an agreement with the HPSM for the purpose of administering benefits under the Coverage Initiative/ACE Program (SB1448); and

WHEREAS, on May 20, 2008 this Board accepted the Blue Ribbon Task Force on Adult Health Care Coverage Expansion Final Planning Phase Recommendations, which called for the HPSM to serve as the single third-party administrator to provide unified administration of the adult coverage programs in San Mateo County and stronger alignment with the HPSM’s Medi-Cal and Medicare programs; and

WHEREAS, it is now desirable that the HPSM be retained for the purpose of administering the benefits provided under the Consolidated ACE Program, which includes both the Coverage Initiative/ACE Program (SB1448) and the Wellness, Education, Linkage, Low Cost (WELL) Program, pursuant to which the County provides indigent health care; and

WHEREAS, there has been provided to this Board for its consideration and review an Agreement pursuant to which the HPSM shall administer the benefits provided under the Consolidated ACE Program, including payment for indigent medical services, on behalf of the County of San Mateo, for the term of January 1, 2009 to December 31, 2011, for an amount not to exceed $179,370,000; and

WHEREAS, this Board has considered the Agreement as to both form and content and desires to enter into it; and

WHEREAS, this Agreement supersedes and replaces the Agreement between the HPSM and County dated November 6, 2007:

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board be and is hereby authorized and directed to execute said Agreement for the administration of the Consolidated ACE Program, including payment for indigent medical services, on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

IT BE FURTHER DETERMINED AND ORDERED that the President of the Board be and is hereby authorized and directed to execute any documents and take any other actions necessary to terminate the Agreement of November 6, 2007 between the County and the HPSM.
