RESOLUTION 1) AUTHORIZING THE PROBATION DEPARTMENT TO APPLY FOR, RECEIVE AND ADMINISTER A MINIMUM OF $200,000 OF ONE-TIME FEDERAL FUNDS RECENTLY MADE AVAILABLE THROUGH THE JUVENILE ACCOUNTABILITY BLOCK GRANT PROGRAM OVERSEEN BY THE STATE OF CALIFORNIA CORRECTIONS STANDARDS AUTHORITY, 2) AUTHORIZING THE CHIEF PROBATION OFFICER OR HIS DESIGNEE TO SUBMIT THE JUVENILE ACCOUNTABILITY BLOCK GRANT PROGRAM APPLICATION AND SIGN THE GRANT AGREEMENT WITH THE CORRECTIONS STANDARDS AUTHORITY, INCLUDING ANY AMENDMENTS, ON BEHALF OF THE COUNTY OF SAN MATEO, and 3) AUTHORIZING A REQUEST FOR PROPOSAL WAIVER AS SPECIFIED IN ADMINISTRATIVE MEMORANDUM B-1.

 

RESOLVED, by the Board of Supervisor of the County of San Mateo, State of California, that

 

WHEREAS, Ordinance Code Section 2.92.050 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board determines that the best interest of the County would be served without the necessity of formal proposals; and

 

WHEREAS, in order to meet the application deadlines, it has been necessary for the Chief Probation Officer, or the Chief’s designee, to execute and submit the application for said grant funding by December 3, 2008; and

 

WHEREAS the County desires to receive and utilize federal grant funds available through the Juvenile Accountability Block Grants (JABG) Program administered by the Corrections Standards Authority (CSA); and

 

WHEREAS, this Board of Supervisors wishes to ratify the execution of the application, and to authorize the Chief or his designee to execute any other documents necessary to secure said grant funding; and

 

WHEREAS, in light of the foregoing, this Board has determined that it is in the best interest of the County to waive the RFP process as specified in Administrative Memorandum B-1.

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors authorizes the Chief Probation Officer, or his Designee, to submit the JABG application and sign the Grant Agreement with the Corrections Standards Authority (CSA), including any amendments thereto, on behalf of the County of San Mateo; and

 

BE IT FURTHER RESOLVED that the County, or its subcontractors, agrees to provide all matching funds required for said project, and abide by the statutes and regulations governing the JABG Program as well as the terms and conditions of the Grant Agreement as set forth by the CSA; and

 

BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body; and

 

BE IT FURTHER RESOLVED that grant funds received will be encumbered by June 30, 2009 and liquidated by September 29, 2009, and no requests for extension will be submitted; and

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that San Mateo County agrees to accept JABG funding and abide by the statues and regulations governing the JABG program as well as the terms and conditions of the Grant Agreement as set forth by CSA, authorizes the Chief Probation Officer or his Designee to submit the JABG application and sign the Grant Agreement with the CSA, including any amendments, on behalf of the County of San Mateo.
