Amendment to the Agreement with Youth and Family Enrichment Services

 

RECOMMENDATION:

Adopt a Resolution authorizing an Amendment to the Agreement with Youth and Family Enrichment Services (YFES) to increase funding for Emancipated Foster Youth Outreach and Aftercare Services for the Transitional Housing Placement Plus (THP+) Program for additional Case Management Services for FY 2008-09, the term remains the same,
July 1, 2007 to June 30, 2009, increasing the amount by $163,922 to $1,206,459.

This Amendment to the Agreement with YFES contributes to this commitment and goal by providing Case Management Services which includes: safe and stable housing, counseling, resource information, legal assistance, and outreach to at-risk youth.

BACKGROUND:

The County entered into an Agreement with YFES on November 6, 2007 by Resolution
Number 069098. YFES has been providing a wide array of services to help children, youth and families for several years. These services include Case Management Services for Your House Residential Services, Crisis Intervention Suicide Prevention Services, Aftercare Services, Transitional Housing Placement Program (THPP) and the Daybreak Program. YFES also provides counseling, education and residential services. YFES is recognized as experts in these services.
The Human Services Agency (HSA) Children and Family Services (CFS) have additional unspent funding for the THP+ Program for Fiscal Year (FY) 2008-09, HSA will be in jeopardy of returning these funds to the state, if not utilized by the end of FY 2008-09. CFS has chosen to utilize these funds by providing additional Case Management Services for youth participating in the THP+ Program.

 

DISCUSSION:

This Amendment to the Agreement will allow YFES to provide the additional Case Management Services for the current foster youth and emancipating youth participates.
The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Amendment and Resolution as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement remains the same, July 1, 2007 through June 30, 2009. This Amendment adds $163,922 for a total of $1,206,459. The appropriation of $163,922, funded through the State THP+ Program, has been included in the FY 2008-09 Adopted Budget.
