Agreement with Rockaway Construction Inc. for Accessibility Improvements to the 2nd, 3rd, 4th, and 5th Floor Toilet Rooms, 455 County Center, Redwood City, CA 94063 (County Project No. P2T45/P2T46)

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Authorizing the President of the Board of Supervisors to execute a contract with Rockaway Construction Inc. in the amount of $236,800.00 (Base Bid $178,500 + Alternate No. 1 $58,300) for the accessibility improvements to the 2nd, 3rd, 4th, and 5th floor toilet rooms at 455 County Center, Redwood City.

 

2.

Authorizing the Director of Public Works to execute contract revision orders related to the accessibility improvements not exceeding $35,520.00 in aggregate, which is 15% of the contract amount.

This project contributes to the commitment and goal of providing accessible restroom facilities for the disabled on all public floors of 455 County Center by removing existing access barriers.

 

Previous Board Action

1.

Adopted Resolution Number 069757 on October 21, 2008, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposal for the proposed work.

 

BACKGROUND:

The County transition plan compiled in 1996 identified accessibility deficiencies County wide and established a work plan to remove these barriers. The project site, the County Office Building at 455 County Center was built in 1965 prior to the implementation of the 504 Rehabilitation Act and the American with Disabilities Act (ADA), that required access and serviceability for those individuals requiring barrier free access. In 1996 only the first floor restrooms were upgraded.

 

On Tuesday, November 18, 2008, bids were accepted for this project and subsequently referred to this office for review and recommendation.

 

DISCUSSION:

The bids have been reviewed and the bid by:

 

Rockaway Construction, Inc.

Pacifica, CA 94044

 

for a Base bid of $178,500 was the lowest bid received. The base bid is used to determine the low bidder. Additive alternate bid no.1 for $58,300 to include the 3rd floor restrooms will be accepted and added to the base bid for a total aggregate of $236,800.

 

A summary of the bids received is illustrated on Exhibit “A”:

 

The estimated construction cost is between $236,800 and $272,320 including a 15% contingency recommended by staff because of the nature of the work, i.e., renovation of an existing facility. Staff has reviewed the lowest bidder’s proposal and believes it accurately reflects the costs for this work.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as, all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total contract amount is $236,800. Funds are included in the FY 2008-09 and 2009-10 Capital Projects Budgets and are financed by a facility surcharge on the rent paid by County Departments.
