SUBJECT:

No Parking Zones on Camino Al Lago in the West Menlo Park Area

 

RECOMMENDATION:

Adopt a resolution designating no parking zones on Camino Al Lago in the West Menlo Park Area.

The adoption of the proposed resolution will provide for safe and orderly movement of traffic in the public right-of-way and increase customer satisfaction.

 

BACKGROUND:

Section 22507 of the California Vehicle Code allows local authorities to prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance.

 

DISCUSSION:

This request is part of a Safe Routes to School Project for Atherton’s La Lomitas School. The School and the Town of Atherton have received grants to re-design the drop off area in front of the school in order facilitate morning and afternoon drop off and pickup.

 

Staff has investigated the site, met with the neighbors, and notified property owners within 300 feet of the proposed no parking zones of the date and time of the Board’s meeting when these items will be considered. To date, staff has received three objections and four comments in support. The objection raise by the resident at 2003 Camino al Lago has been addressed by stopping the no parking zone before that property. The objections raised by other residents regarding spillover parking in front of their driveways has been addressed by the school relocating staff parking to the rear parking lot of the school. See Attachment B for additional information.

 

Staff recommends that the Board consider the request of the school and neighbors directly across from the school to install a no parking zone to facilitate traffic movement during school drop-off and pick-up hours.

 

The locations of no parking zones on County maintained streets are currently documented on maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolution.

 

FISCAL IMPACT:

The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking parking regulations varies, but averages approximately $500 per parking zone. The cost of these signs and markings will be financed with Road Funds.

 

There will be no impact to the General Fund.
