SUBJECT:

Coyote Point Bay Trail Improvements (Project No. E4861000)

 

RECOMMENDATION:

Adopt a resolution adopting plans, dated September 24, 2008, and specifications dated November 19, 2008, including conformance with prevailing wage scale requirements, and calling for sealed proposals for the construction of the Coyote Point Bay Trail Improvements at Coyote Point Regional Park in San Mateo County.

Goal 15: Residents have nearby access to green space, such as parks and recreational opportunities.

 

This project consists of a new multi-use paved trail and related facilities, and reconstructs three vehicular roadway intersections in the Parks Department’s Coyote Point Recreational Area as part of an overall plan to build recreational, commuter, regional and connecting trail systems on County Parks’ properties for the benefit of the public.

 

BACKGROUND:

Previous Board Action

Adopted Resolution Number 64654 on August 7, 2001, which authorized funding of $179,000 from the California Department of Parks and Recreation’s Roberti-Z’berg Harris Grant Program.

Adopted Resolution Number 067026 on November 9, 2004, which authorized funding of $235,213 from the California Department of Parks and Recreation’s Per Capita Grant Program.

Adopted Resolution Number 068707 on May 15, 2007, which authorized funding of $348,000 from California Coastal Conservancy’s Bay Program via Association of Bay Area Government’s San Francisco Bay Trail Project.

4.

Adopted Resolution Number 069088 on October 30, 2007, which authorized funding of $152,000 from California Coastal Conservancy’s Bay Program via Association of Bay Area Government’s San Francisco Bay Trail Project.

Adopted Resolution Number 069087 on October 30, 2007, which authorized funding of $350,000 from California Resources Agency’s Environmental Enhancement and Mitigation Program.

History

The Bay Trail is a planned recreational and commuter corridor that, when complete, will encircle San Francisco and San Pablo Bays with a continuous 500-mile network of multi-use trails. Approximately 290 miles of the alignment have been completed. Approximately 1.3 miles of the Trail’s alignment passes through Coyote Point County Park in San Mateo that connects with Bay Trail alignments in Burlingame and San Mateo.

 

DISCUSSION:

The Bay Trail Project in Coyote Point Park will provide an accessible, paved, multi-use north south recreational and commuter route through the Park. It will rebuild three intersections, widen Coyote Point Drive, install informational signage, separate non-vehicular traffic from vehicle traffic, improve accessibility, and provide connections to points of interest in the park.

 

We are now recommending that your Board authorize bidding for the proposed work.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The estimated cost of construction is $ 1,739,665.00. Funds for construction have been acquired from State Grants and other funds. Proposed funding is:
