RESOLUTION IN SUPPORT OF SENATE CONSTITUTIONAL RESOLUTION 3, CALL AND CONDUCT A CONSTITUTIONAL CONVENTION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Senate Constitutional Resolution 3 was introduced by Democrat Senator Mark DeSauliner and Republican Assemblyman Sam Blakeslee calling for a California Constitutional Convention to be conducted;

 

WHEREAS, the California Constitution has been amended numerous times and revised twice over the past 40 years;

 

WHEREAS, there is a widespread agreement among civic leaders that California’s legislative process is dysfunctional and the state’s tax structure developed in the 1930’s is antiquated; and

 

WHEREAS, the state budget has been late 19 of the past 23 years and was 85 days late in the current year, continually putting at risk the efficient and effective delivery of critical public safety, health, and human service and educational programs for all Californians;

 

NOW, THEREFORE, THE COUNTY OF SAN MATEO DOES HEREBY RESOLVE support for the California Legislature to approve Senate Constitutional Resolution 3, to call for and to conduct a California Constitutional Convention necessary to reform and revise the state’s guiding document and ultimately to improve the outcomes of state government for the people of California.
