TO:

Honorable Board of Supervisors

FROM:

Supervisor Adrienne J. Tissier

SUBJECT:

Re-appointments to the Fatherhood Collaborative Advisory Board

RECOMMENDATION:

Re-appoint Angel Barrios of San Mateo, Ignacio Guerrero of San Jose and Melvin Toomer of San Mateo to the Fatherhood Collaborative Advisory Board. These appointments would be full, two-year terms expiring December 31, 2010.

VISION ALIGNMENT:

Commitment: Realize the potential of our diverse population.

Goal: Civic engagement – including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues – is uniformly high among the diverse population.

BACKGROUND:

Ms. Barrios is the executive director/program director for the Institute for Human and Social Development (IHSD) in South San Francisco.

Mr. Guerrero is the deputy director of San Mateo County Child Support Services.

Mr. Toomer is the deputy court executive officer for the San Mateo County Superior Court.

Their services with the Fatherhood Collaborative pre-date this Board adopting the collaborative as an official advisory body.

DISCUSSION:

When the collaborative officially joined the county in September 2007, this Board also allowed the collaborative’s 14 existing advisory board members to remain in place. Pursuant to the resolution, the members of the governing board have two-year terms based on the calendar year.

However, to avoid having the entire collaborative membership’s terms expire simultaneously, a small group was appointed to serve an initial one-year term to create the staggered schedule.

Ms. Barrios’, Mr. Guerrero’s and Mr. Toomer’s initial, one-year terms expire December 31, 2008, and each has requested re-appointment.

FISCAL IMPACT:
