Resolution Establishing Salaries and Benefits of Unrepresented Management and Confidential Personnel of the Housing Authority of the County of San Mateo

 

RECOMMENDATION:

Adopt a resolution establishing the salary and benefits of unrepresented management and confidential personnel of the Housing Authority of the County of San Mateo (HACSM).

DISCUSSION:

The HACSM concluded negotiations with its employee organization (AFSCME Council 57) in July 2008 concerning terms and conditions of employment. Housing Authority employees are not employees of the County; they are employees of the HACSM with their own salary structure and benefits plans. The Memorandum of Understanding for the union was approved by the Board of Supervisors on August 5, 2008 and covers a two-year term beginning on October 1, 2008. Due to special circumstances associated with the very limited ability to grant salary increases in the prior contract, the Board approved the early implementation of the negotiated salary increase effective with the pay period that began on July 28, 2008.

 

With the conclusion of bargaining, the HACSM established salary and benefits for the unrepresented employees using the same annual percentage increases as negotiated with the union. The recommended resolution will cover a two-year period of October 1, 2008 through September 30, 2010 and has the following major element:

General Salary Increases:


Salaries will be increased by 3% effective July 28, 2008 and by 3% effective October 1, 2009.

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The entire amount of the increase is planned in the HACSM 2008-09 and 2009-10 budgets which are 100% funded by the Federal Department of Housing and Urban Development. There is no Net County Cost associated with this action.
