Agreement with Breathe California: Golden Gate Public Health Partnership

 

RECOMMENDATION:

Adopt a Resolution:

 

1.

Authorizing the President of the Board to execute an Agreement with Breathe California: Golden Gate Public Health Partnership that supersedes the interim Agreement signed on August 29, 2008, to provide tobacco cessation services and a public education campaign on the impact of tobacco use in films for the term of July 1, 2008 through September 30, 2009, for a maximum obligation of $132,000; and

   

2.

Authorizing the Director of the Health Department or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goals 5 and 6: Residents have access to healthcare and preventive care; and children grow up healthy in safe and supportive homes and neighborhoods.

 

This Agreement contributes to the commitment and goals by reducing the number of smokers and the amount of secondhand smoke in San Mateo County as well as educating the community about potential harm to children as a result of tobacco use exposure.

BACKGROUND:

In May 2007 Breathe California was selected to provide tobacco cessation services as the result of the Request for Proposals (RFP) process. Breathe California successfully completed the deliverables of the 2007-08 contract.

 

DISCUSSION:

In June 2008 an RFP was released with a request for development and execution of a public campaign to educate the public on the harm to youth of exposure to tobacco use in film media. Breathe California was selected to provide these services by the review panel in August 2008 for the proposed amount of $50,000. On August 29, 2008, the County Manager signed an interim Agreement to continue cessation services.

This Agreement will supersede the interim Agreement
signed on August 29, 2008, and include new services for a public education campaign focusing on the impact of tobacco use in films. The educational campaign will involve school partners, the media, and parents and will result in the advocacy for official resolutions that encourage adoption of “R” ratings for films that depict actors smoking. This Agreement also includes an additional $2,000 to translate English-language tobacco cessation curriculum into Spanish in order to provide culturally appropriate cessation services to the Spanish-language population. The amount for the Agreement for the combined services is $132,000.

The RFP matrices for both tobacco cessation and the film media campaign are attached.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreement and Resolution as to form and content.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2008 through September 30, 2009. The total obligation of $132,000 will be provided by Tobacco Master Settlement funds and State Proposition 99 Tobacco funds and has been included in the Public Health FY 2008-09 Adopted Budget. There is no Net County Cost.
