RECOMMENDATION:

Adopt a Resolution:

 

A.

Waiving the Request for Proposal (RFP) Process

   

B.

Authorizing the President of the Board to execute an Agreement with UltraEx to provide transportation for the Meals-on-Wheels program and function as back up for the San Mateo Medical Center courier for the term October 1, 2008 to June 30, 2010, in an amount not to exceed $720,670.00

   

C.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center or the CEO’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

The agreement contributes to this commitment and goal by providing for the transport of healthy, balanced meals to frail, homebound seniors and disabled adults throughout San Mateo County.

BACKGROUND:

Meals-on-Wheels is a program currently sponsored by Aging and Adult Services of San Mateo County. The program provides warm, ready-to-eat or ready to microwave meals to individuals at home who are unable to purchase or prepare their own meals and are at risk of going hungry.

 

DISCUSSION:

Delivery and meals are currently provided by Catholic Charities CYO which has given notice of intent to cease participation in this program effective 10/01/08. Aging and Adult Services has requested that SMMC participate in this program by supplying and delivering meals to the inbound seniors at home on a regular basis.

There are not sufficient drivers employed by SMMC to deliver the meals required in this program, and given that this is a new requirement beyond the scope of SMMC’s current capabilities the recommendation is to contract for the delivery portion of the program.

County Counsel and Risk Management have reviewed and approved this Agreement.

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the agreement is October 1, 2008 to June 30, 2010. The total maximum obligation for the term of the Agreement is $720,670 or $360,335 per year. Aging and Adult Services is expected to fund 100% of this transportation cost through funding for their program. Funds for this agreement are included in the SMMC FY 2008-09 Adopted Budget and will be included in future budget submissions.
