Amendment to Agreement with Phillip Williams and Associates for the Preparation of Design Plans and Specifications to Repair the Coyote Point Promenade

 

RECOMMENDATION:

Adopt a resolution authorizing the Director of the Department of Parks to execute an amendment to the agreement with Phillip Williams and Associates for the preparation of design plans and specifications for the Coyote Point Promenade, extending the term through July 30, 2009 and increasing the amount by $29,799 to $170,178.

 

VISION ALIGNMENT:

Commitment: Preserve and provide access to the natural environment.

Goal 15: Provide residents with nearby access to green space such as parks and recreational opportunities.

 

This amended agreement contributes to this commitment and goal by providing improved public trail and beach access at the Coyote Point Promenade for all County residents and park users. This performance measure tracks the number of American with Disabilities Act (ADA) improvements within the County Parks system.

BACKGROUND:

Over the past several years, the 1,500 foot Coyote Point Promenade, fronting the San Francisco Bay, has eroded during winter storms. The degradation is more significant in areas that do not have bank protection such as the eastern swimming area; however, windsurfer access areas to the west that are protected by slumping armor flex have also degraded. The San Mateo County Parks and Recreation Foundation has provided funding for short term and long term repair solutions. In the short term, two temporary and safe access points were made by installing sandbags over the armor flex in the Spring of 2008.

 

Phillip Williams and Associates (PWA) were hired to assist Parks in a two-phase process to develop a long term repair. The first phase is completed and included reviewing the topography; taking beach transects; reviewing physical processes using the Army Corps of Engineers Coastal Engineering Manual; meeting with the City of San Mateo Flood Control District regarding their proposed flood control improvements in Coyote Point; assessing subsurface conditions; reviewing use patterns and conflicts; reviewing alternatives with County staff and staff of the San Francisco Bay Conservation and Development Commission; and reviewing cost estimates for three alternatives. The Parks Commission at their meeting of March 8, 2008 approved selection of a preferred alternative. An amendment to the PWA contract is necessary for design changes and an extension of the completion date.

 

DISCUSSION:

The proposed amendment to the Agreement would add the following listed elements to the scope of services.

A new shoreline alignment and beach along the eastern half of the shoreline. The shoreline realignment entails excavation and off haul or reuse of the fill.

Addition of improved windsurfer access as a design component for the western shore and consisting of an articulated block mat overlay of an engineered rock revetment.

Retrofitting of the remaining eastern parking lot using storm water pollution prevention best management practices such as vegetated drainage ways.

   

The proposed amendment would increase the contract amount from $140,279 to $170,178, an increase of $29,799 and the contract expiration date would be extended from January 9, 2009 to July 30, 2009.

County Counsel has reviewed and approved the Resolution and the Amendment to the Agreement as to form.

 

FISCAL IMPACT:

The agreement with PWA was originally for $140,379 and for two phases of services. To date, Phase 1 has been completed. The proposed cost increase of $29,799 would be for Phase 2 services to cover the additional scope of services items described above with a total contract cost of $170,178. The additional funding has been provided from the County Parks Foundation. Funds are assigned in the Parks Department’s Acquisition and Development Budget. There is no Net County Cost associated with this proposed amendment to the agreement with PWA.
