SUBJECT:

Amendment To Agreement With Universal Building Services To Increase The Amount By $193,512.

 

RECOMMENDATION:

Adopt a resolution authorizing the Director of Public Works to execute an amendment to the agreement with Universal Building Services to increase the amount by $193,512 for a new total of $887,088 for additional custodial services.

This amendment will ensure that County facilities are kept clean and well maintained for use by the public and County employees.

 

BACKGROUND:

On April 4, 2006 the Board adopted Resolution 67903 authorizing an agreement with Universal Building Services for $693,576 to provide custodial services at the East Palo Alto Municipal Center, the Agriculture, Weights & Measures, Public Guardian, Records Warehouse, and Canyon Oaks buildings, the Central Courts, Mental Health in San Mateo, Vocational Rehabilitation, and Safe Harbor Shelter facilities.

 

DISCUSSION:

The changes to this agreement are being made for the following reasons:

 

1.

The custodial services portion of this agreement for North and Central Courts and the Courts Warehouse in Redwood City are being transferred to the Courts because of their transfer to the State.

 

2.

Service to the temporary Safe Harbor Shelter was added during the renovations to its permanent facility and additional service was added while construction was underway in the portions of the facility that were still occupied during the renovations.

 

3.

Services to the Mental Health Clinic in San Mateo were terminated because the Clinic was closed.

 

4.

Services to the Health Services building in San Mateo and satellite trailer offices were added at the request of the Health Services Department. As a result of staffing reductions, this Department could no longer manage the service and has requested that Public Works take over its administration.

 

5.

New service has been added for the County operated offices in the North County Courts building (Adult Probation, Revenue Services, Sheriff, and District Attorney). Due to the transfer of the Courts to the State, the County has to provide these services separate from the custodial contract that the Courts has for this facility.

 

The current custodial contract with United Building Services and Twin III Building Maintenance will expire in April 2009. Public Works will begin a new Request for Proposal process in January 2009 for a new three-year agreement.

 

The amendment and resolution have been approved as to form by County Counsel.

 

FISCAL IMPACT:

This amendment will increase the contract amount by $193,512 for a new total of $887,088. These costs will be paid by the rent charged to the tenants of the facilities receiving the service. There will be no impact to the County’s General Fund.
