Agreement with U.S. Security Associates, Inc.
 

RECOMMENDATION:

Adopt a Resolution:

1.

Waiving the Request for Proposal (RFP) process;

2.

Authorizing the President of the Board to execute an agreement with U.S. Security Associates, Inc., for security guard services at the Medium Security Facility in La Honda, for a seven-month term (December 1, 2008 through June 30, 2009), and an amount not to exceed $210,000.00; and

3.

Authorizing the Sheriff or the Sheriff’s designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal budget. and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal budget.

BACKGROUND:

In January 2008, the Sheriff’s Office recommended that the Board of Supervisors authorize the Sheriff to coordinate and supervise the renovation, staffing and re-opening of the San Mateo County’s Medium Security Facility (MSF) in La Honda. This is a partial solution to the jail over crowding issue.

 

DISCUSSION:

Even though there is an existing contract with U.S. Security Associates for Countywide security services, it is complex and involves other County facilities. The Sheriff’s Office is proposing a new contract rather than amending the existing one to prevent any billing or invoicing issues.

The proposed agreement with U.S. Security Associates, Inc. will provide security services for the newly renovated MSF. These services will prevent thefts occurring while the facility is not occupied or operational.

The Contractor provides satisfactory service at the 16 locations across the County where security services are in place, including 24 x 7 coverage at the San Mateo County Medical Center.

Based on the Contractor’s ability to recruit and staff all job sites with trained, responsible personnel on an on-going basis, responsiveness of management staff and reasonableness of billing rates, the Sheriff’s Office is requesting that the RFP process be waived.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel has reviewed and approved the resolution and agreement as to legal form.

 

FISCAL IMPACT:

The funding for this agreement is included in the FY 2008-09 Adopted Budget. There is no net County cost.
