RESOLUTION CONGRATULATING AND COMMENDING | ||||
John Luther Maltbie | ||||
Upon His Retirement After | ||||
20 Years as County Manager of San Mateo County | ||||

WHEREAS, in 1989, John Luther Maltbie joined San Mateo County as county manager, bringing with him two decades of local government experience as assistant county executive of Santa Clara County, city manager of Glendale, Ariz., assistant city manager and city manager of Milpitas, Calif.; and | ||||
WHEREAS, under John’s leadership and management style of considering all policy from the perspective of the community, San Mateo County soon earned wide recognition as one of the most progressive, innovative and fiscally sound counties in California, with approximately 5,500 employees, a 2008-2009 budget of $1.7 billion and a reserve fund exceeding $200 million; and | ||||
WHEREAS, working with the Board of Supervisors, John modernized county government through ground-breaking programs, such as performance-based budgeting, strategic planning and budgeting, comprehensive financial analyses, school-based human services, MediCal-managed public health care and a work-first model for welfare reform; and | ||||
WHEREAS, John has overseen numerous major capital projects, including the Maguire Correctional Facility, 555 County Center, extensive reconstruction of the San Mateo Medical Center, the Youth Services Center, a green-certified forensics crime lab, the county parking garage, three medical clinics and three social services district offices; and | ||||
WHEREAS, recognizing that success requires collaboration, John has worked to ensure that San Mateo County played significant roles in regional organizations, such as the City/County Association of Governments, the Peninsula Partnership for Children, Youth and Families and the Library Joint Powers Authority; and | ||||
WHEREAS, John is fostering multiple generations of future public managers and administrators by teaching, mentoring and sharing his knowledge and experiences with master of public administration candidates at his alma mater San Jose State University. | ||||
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of San Mateo County congratulates John Luther Maltbie upon his retirement after more than 40 years of extraordinary public service, including 20 years as county manager of San Mateo County. The Board expresses its deepest gratitude and extends sincere and heartfelt wishes to John and his wife Greta Helm for the best of luck in all future endeavors, plus many, many additional years of continuous peace, health and happiness. | ||||
