RESOLUTION 1) WAIVING THE REQUEST FOR PROPOSAL PROCESS; 2) AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH BLOOD CENTERS OF THE PACIFIC TO PROVIDE BLOOD AND BLOOD PRODUCTS TO SAN MATEO MEDICAL CENTER FOR THE TERM JANUARY 1, 2009. TO DECEMBER 31, 2009, IN AN AMOUNT NOT TO EXCEED $712,100; AND 3) AUTHORIZING THE CHIEF EXECUTIVE OFFICER OF SAN MATEO MEDICAL CENTER OR THE CEO'S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE). AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Ordinance Code Section 2.92.050 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board determines that the best interest of the County are served without the necessity of formal proposals; and

 

WHEREAS, an inquiry for possible providers of this service was conducted by the SMMC Laboratory Director in November 2008 with no success leaving Blood Centers of the Pacific as the only provider willing to fulfill and capable of meeting the needs of San Mateo Medical Center (SMMC) for blood and blood products; and

 

WHEREAS, SMMC requires blood and blood products in order to provide care to its medically indigent adult (MIA) population; and

 

WHEREAS, there has been presented to the Board of Supervisors for its consideration and acceptance an Agreement, reference to which is hereby made for further particulars, whereby Blood Centers of the Pacific shall supply blood, blood components and blood products for the period January 1, 2009 through December 31, 2009, for a total fiscal obligation not to exceed $712,100; and

 

WHEREAS, the Board has considered the Agreement and approved it as to both form and content and desires to enter into it.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors be and is hereby authorized and directed to waive the RFP process and to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signatures thereto.

 

BE IT FURTHER RESOLVED that the Chief Executive Officer of San Mateo Medical Center or his designee shall be authorized to execute contract amendments which modify the county’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
